Biography
Shri I.K.Pandey, an Eminent Engineer and former Director General (Road Development) & Special Secretary, Ministry of Road Transport & Highways, Government of India is an accomplished Highway & Bridge Engineer, Road Safety Expert and contract Specialist. He graduated in the year 1982 in Civil Engineering and pursued a course of Masters in Foundation Engineer. He did a course in Environment Impact Assessment & Auditing (EIA&A) from University of Bradford, United Kingdom and a course in Advanced Bridge Engineering at TIC (Tokyo International Centre), Japan.
He has worked in the Ministry of Road Transport & NHAI in various capacities. I.K.Pandey retired from the post of DG(RD)&SS, the Apex Technical Authority of Highways in government of India. During his career spanning over 38 years, he had successfully got executed number of prestigious Highways and bridge projects(exceeding 2000 No.) & resolved contractual disputes successfully.Shri I.K.Pandey held chair of apex committees of Indian Road Congress namely General Standard & Specification (GSS), Highway Standard & Specification (HSS), Bridge Standard & Specification(BSS) for 3 years and was instrumental in finalizing and approval of number of IRC specification and Codes. As chairman of ING-IABSE,he organised many workshops and seminars across the country for disseminating knowledge in the field of Bridge Engineering.
Shri I.K.Pandey as an active member of Board of Directors of NHAI and NHIDCL the two main agencies of MoRTH, he was guiding them in all technical and contractual matters during 2019 t0 2022. He was also playing a key role in harnessing technical expertise of academic Institutes and associating them in Safety Audit and research & development of highway infrastructure through introduction of new technology and innovation for accelerating pace of construction, reducing time and cost of construction.
Shri I.K.Pandey, as the Apex Technical Authority of Govt of India, resolved many stuck up project for their successful completion after resolving long pending disputes. He amicably resolved contractual disputes in numerous project. he did concilliation of many dispute and Arbitration award pending in Hon’ble Courts, and resolved amicably. He is an accomplished dispute resolution expert.
Besides aboveShri I.K.Pandey have great interest in environmental protection, sustainable infra development, dispute resolution/Arbitration. He formed an NGO ie Roadvarta Foundation through which disseminating knowledge by holding Workshops and Road Safety campaign.

1984
After successfuly cracking UPSC Engineering services Exam 1982, he joined central Engineering services(Roads) Group A in 1984
1989-1993
Promoted as Executive Engineer during his tenure as EE bridges Shri I.K.Pandey designed many prestressed box Girder bridges with well foundation and pile foundations in the state of Punjab and Haryana.
1996-1999
Shri I.K.Pandey took over as Regional officer( Bhopal) and looked after all developmental activities on National Highways( about 5000km length) in Madhya Pradesh and Chhattisgarh. Guided PWD Engineers in all matters of planning, design, construction and maintenance works, procurement of contracts and technical approvals.
1999-2002
Shri I.K.Pandey as Superintending Engineer (standard & Research) was instrumental in Revision of IRC codes IRC 18 & IRC 21, issue of policy guidelines on width of bridges and Authored revised pocket Book for Bridge Engineers.
